New guidelines issued by the Ministry of Home Affairs (MHA) allow e-commerce platforms to deliver all goods, including non-essentials, in all areas except the content zone.

In a nine-page guideline issued by the MHA, restaurants will be allowed to operate their own kitchen for home delivery of food items. Permission has been granted to cater to stranded Indians returning home at canteen, bus depots and railway stations at airports.

The home ministry has allowed states and union territories to decide on the coding of various zones, stating that red and orange areas will be identified and buffer zones identified by district administration or local urban bodies.

Wearing a mask of face cover has been made compulsory, while spitting is punishable, and social disturbances are to be followed by all persons in public places and transportation.

For marriage parties, no more than 50 persons and no more than 20 remain for the funeral.

The practice of working from home (WFH) with staggered working hours should be adopted in relation to all offices and other establishments where possible.

The Ministry of Home Affairs said that the states and UTs will continue to strictly implement the lockdown guidelines and they will not reduce these guidelines issued under the Disaster Management Act, 2005.

Guidelines on measures to be taken by the officials of the Ministries / Departments of the Government of India, State / UT and State / UT for the inclusion of COVID-19 in the country by 31stMay, 2020. [As per Ministry of Home Affairs] No. 40-3 / 2020-DM-I (A) dated 17 ° May, 2020]

1. Lockdown will remain in force till 310 May 2020.

2. The following activities will be banned throughout the country: i. All domestic and international air travelers travel, except as permitted by the MHA for domestic medical services, domestic air ambulances and security purposes or purposes. ii. Metro Rail Services. iii. Schools, colleges, educational / training / coaching institutes etc. will remain closed. Online / distance learning will be allowed and encouraged. iv. Hotels, restaurants and other hospitality services, except those for housing persons / police / government officials / health workers / tourists, stranded persons and quarantine facilities; And running canteens at bus depots, railway stations and airports. The restaurant will be allowed to operate the kitchen for home delivery of food items. v. All cinema halls, shopping malls, gymnasiums, swimming pools, amusement parks, theaters, bars and auditoriums, assembly halls and similar places. Sports complexes and stadiums will be allowed to open; However, viewers will not be allowed. vi. al! Social / political / sports / entertainment / educational / cultural / religious work / other gatherings and large congregations. vii. All religious places / places of worship will be closed to the public. The religious congregation is completely banned.

3. Following the container zone, the following activities will be permitted with restrictions:

4. National Directive for COVID-19 Management The National Directive for COVID 19 Management, as specified in the Annex, will be followed throughout the country.

5. Containment, Buffer, Red, Green and Orange zones i. Delimitation of Red, Green and Orange zones will be decided by the respective State and Union Territory Governments, keeping in view the parameters shared by the Ministry of Health and Family Welfare (M0HFW), Government of India (Gol). -
ii. In keeping with MoHFW guidelines, within the Red and Orange zones, container zones and buffer zones will be demarcated by district officials. In the container zone, only necessary activities will be allowed. Strict perimeter control will be in place to ensure that there is no movement of people in or out of these areas, except for medical emergencies and to maintain supplies of essential goods and services. The MoHFW guidelines will be taken into consideration for the above purpose. iv. In the container zone, intensive contact tracing, in-house monitoring and other clinical interventions will be necessary.

6. Nocturnal curfew movement of persons will be completely restricted between 7.00 pm and 7.00 pm except for essential activities. The local authorities will issue orders under the appropriate provisions of the law, in the entire area of ​​their territory, such as restrictive orders [curfews] under section 144 of the CrPC and ensure strict compliance.

7. Protection of vulnerable persons will remain at home except for essential and health purposes for persons above 65 years of age, co-morbid persons, pregnant women and children under 10 years of age.

8. All other activities shall be permitted, except those which are specifically prohibited. However, in the container zone, only necessary activities will be permitted, as mentioned in para 5 (iii) above. Further, depending on the assessment of the situation, the States / Union Territories may prohibit certain other activities in various areas or impose such restrictions if deemed necessary.

9. Use of Arogya Setu i. The healing bridge enables early identification of the potential risk of infection, and thus serves as a shield for individuals and the community. ii. To ensure safety in offices and work places, employers should ensure that compatible mobile phones are installed by all employees based on best efforts. iii. District officials can advise individuals to install the Arogya Setu application on compatible mobile phones and regularly update their health status on the app. This will facilitate timely provision of medical attention to those individuals who are at risk.

10. Guidelines COVID-19 specify national directives for management, which will apply to public places and work places. Under these guidelines, it is mandatory to cover the face; Spitting shall be punishable as may be determined by the local authority of the State / UT according to its laws, rules or regulations; And social distinction is to be followed by all individuals in public places and transportation. There will not be more than 50 guests in the wedding meeting. For funeral / funeral, the maximum number of persons allowed is 20. Consumption of alcohol, paan, gutkha and tobacco etc. is not allowed in public places.

11. National directives also set additional requirements for work locations. The practice of working from home (WfH) should be pursued to the extent possible; And in respect of all offices and other establishments, the working hours should be increased. There should be provision for thermal scanning, hand washing and sanitizer at all entry and exit points and common areas; And all work places and other sensitive places are to be cleaned regularly. In work places, social distance has to be ensured through adequate distance between workers, adequate gaps between shifts, staff lunch breaks, etc.

Stipend regarding shops and markets

12. Local authorities should ensure that shops and markets open with staggered time, so as to ensure social distinctions. All shops must ensure a distance of six feet (2 gaz ki doori) between customers and allow no more than 5 persons at a time.

Night curfew

13. Night curfew will continue for all non-essential activities between 7 am and 7 pm.

Protection for vulnerable people

14. Vulnerable persons, that is, persons over 65 years of age, persons with co-morbidities, pregnant women and children under 10 years of age, shall remain at home, except for meeting essential needs and for health purposes.

All activities that are specifically prohibited

15. All activities other than specifically prohibited under these guidelines shall be permitted. However, in zone zones, only essential activities will be allowed, as mentioned earlier.

States to decide on activities within various regions

16. States / UTs may, depending on their assessment of the situation, prohibit certain other activities in various areas, or such restrictions may be deemed necessary.

Use of sanitary bridges

17. Arogya Setu Mobile Application is a powerful tool created by the Government of India, which facilitates quick identification of persons infected with COVID-19, or at risk of becoming infected, thus as a shield for individuals and the community. Serves in To ensure safety in offices and workplaces, employers should ensure that this application is installed on the mobile phones of all employees on the basis of best efforts.

18. District officials have been asked to advise individuals to install the Arogya Setu application on compatible mobile phones and regularly update their health status on the app. This will facilitate timely provision of medical attention to those individuals who are at risk.

Strict enforcement 19. State / UT governments will continue to strictly implement the lockdown guidelines and they will not weaken these guidelines issued under the Disaster Management Act, 2005 in any manner.

According to the Union Health Ministry, the death toll due to COVID-19 on Sunday morning increased to 2,872 and the total positive cases increased to 90,927.
